The Directorate of Planning and Development (DoPD) is responsible for ensuring that the Institute's vision, mission, strategic aspirations, goals, and objectives are effectively translated into institutional plans, programmes, projects, and day-to-day operations. The Directorate provides strategic leadership and technical support in institutional planning, development, performance monitoring, and sustainable resource utilization to promote the long-term growth and competitiveness of the Institute.

The Directorate coordinates the formulation, implementation, monitoring, review, and evaluation of the Institute's strategic, tactical, and operational plans to ensure alignment with national development priorities, sector policies, and the Institute's strategic objectives. It also oversees the planning, appraisal, coordination, monitoring, and evaluation of development projects, investment initiatives, and infrastructure development programmes to enhance institutional capacity and sustainability.

In addition, the Directorate is responsible for coordinating and overseeing the development, implementation, and continuous improvement of the Institute's governance and performance management frameworks, including the Institutional Risk Management Framework, Monitoring and Evaluation (M&E) Framework, Environmental, Social and Governance (ESG) Framework, and other institutional performance management systems. Through these frameworks, the Directorate promotes sound governance, risk-informed decision-making, accountability, continuous improvement, and evidence-based planning.

The Directorate further coordinates institutional resource mobilization planning, development partnerships involvement, and sustainability initiatives development aimed at strengthening the Institute's financial and operational resilience. It also facilitates institutional performance reporting and provides strategic analysis and policy advice to support informed decision-making by Management and the Governing Council.

Through the execution of these functions, the Directorate supports the Deputy Rector responsible for Planning, Finance and Administration in providing strategic leadership and oversight on all matters relating to institutional planning, development, risk management, performance management, and sustainable growth, thereby contributing to the effective realization of the Institute's vision, mission, and strategic objectives.
